Do the following in IE to enable file downloads.
1. Go to Tools –> Internet Options –> Security Tab.
2. Select Internet Zone and click “Custom Level”
3. Browse just over 1/3 of the way and Select the Enable radio button under File Download.
Fix "Your current security settings do not allow this file to be downloaded" error in IE.
